Andrew Johnson was hammered when he took the oath of office.

Johnson (VP of Lincoln) took his vice-presidential oath when the South had JUST surrendered to the Union at the cease of the Civil War, and he was left unqualified to handle the reconstruction following the bloody war. He was seen so unfit for the job (due to his attitude and lack of conviction) that Congress tried to impeach him TWICE, but he was saved by one vote.
